Sergeant Groover has also served as a board member and as chairman. He helped establish the State Certification Program and serves both as a lead instructor and as a Team Leader. He has been involved with the accreditation process since 1986. He holds a Bachelor of Science degree in Criminal Justice from Brenau University, a Masters degree in Public Administration from Georgia College and a Master of Science degree from Troy University. He is a graduate of the Northwestern University Traffic Institute nine-month course and the Georgia Law Enforcement Command College, class #4.
